Michael Ryan joined DHPC Technologies in May 2017 as the Director of Cyber Electromagnetic Activities (CEMA).  Mr. Ryan is responsible for overseeing business activities supporting convergence of Cyber, Electronic Warfare, Spectrum and Intelligence, and leading the strategic direction for DHPC on new opportunities in CEMA and cyberspace operations.

Prior to joining DHPC Technologies, Mr. Ryan had successful 34 year career as a Department of Army civilian where he gained extensive knowledge and experience in the areas of project and program management, acquisition, research, development, engineering and fielding of Army and multi-service programs. His last 26 years of federal service were with Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S). In PEO IEW&S he led the strategic planning as well as tactical execution of major acquisition programs and initiatives in the areas of electronic warfare, offensive cyber, signals intelligence, and space control capabilities.

Key assignments included a 9 year tenure as the Deputy Project Manager (DPM) Electronic Warfare & Cyber (EW&C).  As DPM EW&C, Mr. Ryan served as the senior civilian responsible for a broad capability portfolio that spanned all life-cycle phases.  He led numerous programs of record and quick reaction capabilities and was responsible for launching multiple new program offices. Prior to that, as the Product Director for Counter Radio Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) he was responsible for developing and fielding lifesaving force protection systems in support of Operations Iraqi/Enduring Freedom to counter the roadside bomb threat. Other positions included: Product Director Net Ready ISR Enterprise under Project Manager Distributed Common Ground System – Army (DCGS-A), several senior engineering and acquisition management staff positions within PEO IEW&S Headquarters, and multiple projects under Product Manager  Electronic Warfare Reconnaissance Surveillance/ Target Acquisition (EW/RSTA), CECOM Night Vision Electronic Sensors Directorate (NVESD), and the Armament Research, Development and Engineering Center at Picatinny Arsenal, NJ.

Mr. Ryan holds a Bachelor of Science in Mechanical Engineering from Farleigh Dickinson University (1983), a Master of Science in Program Management from Naval Postgraduate School (2001), and a Master of Science in National Resource Strategy from the National Defense University (NDU), Industrial College of the Armed Forces (2008). He is a member of the Association of the United Stated Army (AUSA), and currently serves as the President of Aberdeen Proving Ground Susquehanna Chapter of the Association of Old Crows (AOC).

His notable awards include Federal Top 100 Award, Federal Executive Board Outstanding Supervisor, Meritorious Civilian Service Award, Superior Civilian Service Award, Commander’s Award for Civilian Service, Army Acquisition Excellence Team Award for “Equipping & Sustaining our Soldiers, Association of Old Crows Distinguished Service Award, and the White House Y2K Presidential Council Outstanding Leadership Award.
