Victor Ferlise

Mr. Ferlise was elected to DHPC Technologies, Inc.’s Board of Directors in October 2009. Upon retirement from Federal Service in February 2007, he established Ferlise and Associates, LLC with offices in Eatontown, NJ and Toms River, NJ as well as additional personnel at Aberdeen Proving Ground, MD and Washington, DC. The firm specializes in Government Contracts of all types and is dedicated to the success of its clients in the Federal marketplace.

Most recently in his Federal service career, Mr. Ferlise assumed the responsibilities of Deputy to the Commanding General for Operations and Support for the Communications - Electronics Life Cycle Management Command (CE-LCMC) on February 2, 2005, where he had direct responsibility for six major business units, as well as direct oversight of the Command Legal Office, the Homeland Security Special Projects Office, and the Research and Development Center. The CE-LCMC awarded contracts valued at almost $12 billion annually, managed over 60,000 items and had a worldwide workforce of over 9,600. Mr. Ferlise also served as the Chief Counsel of the Legal Office at Fort Monmouth, where he supervised 60 attorneys, from June 1982 until March 1993. He was originally appointed to the Senior Executive Service in 1983.

In previous Federal service roles, he served as Deputy to the Commanding General, U.S. Army Communications-Electronics Command since March 1993, where he received numerous civilian awards and decorations, most notably the Distinguished and Meritorious Presidential Rank Awards and the Army Exceptional Civilian Service Award. President George Bush personally presented the Distinguished Presidential Rank Award to Mr. Ferlise during a ceremony in Washington, DC in October 2001. He is the recipient of the 2002 Roger Jones Award for outstanding Executive Leadership in the Federal Sector from American University and was recognized as the 2003 Distinguished Alumnus of New Jersey Institute of Technology. In 2006, he was awarded the Department of Defense Distinguished Civilian Service Award, the highest honor given by the Secretary of Defense to career civilian personnel of the Department.

Mr. Ferlise holds a Bachelor of Science from Newark College of Engineering (now the New Jersey Institute of Technology), as well as a Juris Doctor from Temple University School of Law. He is licensed to practice in all courts of New Jersey, the Federal District Court, the United States Supreme Court and the United States Patent and Trademark Office. He is a member of the New Jersey Research and Development Council, and a liaison to SMART (Strengthening the Mid-Atlantic Region for Tomorrow) Board of Directors. He sits on the Board of Trustees of both Monmouth Medical Center and the First Atlantic Federal Credit Union.
